Before joining Beijing Anli Partners, since 2007, Mr. Chen has been engaged in railway, rail transit, civil construction design, planning, and project cost design at the provincial Institute of Building Sciences and central construction enterprises. Later, he served as head of legal contracts, head of legal affairs, and head of the legal department at Central Construction Enterprise International Group, listed real estate companies and listed mining companies, and Central Overseas Investment Corporation. He accumulated ten years of experience in cross-border investment and financing, mergers and acquisitions, post-investment management and exit, project development, legal and contract management in the full life cycle of EPC projects and related cross-border dispute resolution in the real estate, infrastructure, mining and energy, science and technology, culture, and civil-military integration industries.

Mr. Chen, a senior consultant with a composite background in engineering and law, is also an engineer, an economist, and a senior project manager. Familiar with housing construction, highway, railway, mine, power station, and other engineering technology, familiar with construction engineering law, FIDIC contracts, and engineering contracts under different legal systems, and has industry experience in survey and design, engineering contracting, real estate, mining and energy, private equity investment (USD, RMB), cross-border investment and financing. He has frontline experience in legal contract management for central enterprise group organs and central enterprise regional corporations resident overseas for construction for many years and has accumulated ten years of experience in overseas housing construction, highway, railway, rail transit, hydropower plant, coal-fired power plant, photovoltaic power plant, mining, dredging, etc., and has provided or is providing services for projects covering dozens of countries and regions in North America, Australia, Central and Eastern Europe, Middle East, Africa, and Southeast Asia. 

Cross-border Dispute Resolution

· Representing a central contractor for a low-income housing design and construction project in Africa that was delayed for nearly ten years, providing legal services on contract performance, design responsibility, contract termination, measurement and construction period extension, additional contracts and supplementary agreements, contract discrepancies, guarantee disputes, claims, disposal of temporary imported equipment, and filing and responding to lawsuits in the host country, etc., involving hundreds of millions of yuan. 

· Representing a central government-owned contractor, as one of the key members, in connection with a high-speed construction project with a construction period of more than ten years overseas;

· In order to realize construction period compensation, temporary acceptance, additional construction, landslide, and repair due to geological disasters, elimination of reserved items, and temporary acceptance of the highways, supplementary agreements should be signed, and the final supplementary agreement amounting to hundreds of millions of US dollars. 

· Representing a central government enterprise contractor in successfully ceasing payment of the counter-guarantee letter for an overseas ring-city railway EPC project in an amount involving over RMB100 million. 

· In respect of the equity repurchase dispute of several overseas photovoltaic (PV) power stations, completing repurchase supplementary guarantee, fund supervision, and assets mortgage registration for several overseas national projects, and participating in the reorganization of its domestic parent company on behalf of an investor of a central enterprise;

· HKIAC prepared for international arbitration with an amount in question of tens of millions of US dollars. 

· To participate, on behalf of a subcontractor for an international project, in an arbitration case regarding a dispute over the subcontract settlement of an international project, filed for arbitration before China International Economic and Trade Arbitration Commission ("CIETAC"), and obtained full support for its claims in the arbitration case involving a number of millions of US dollars. 

· Representing a central government-owned contractor to make an insurance claim in respect of an overseas infrastructure EPC project and realize millions of US dollars. 

· Providing legal services on behalf of an investor of a central government-owned enterprise to resolve the disputes arising from a mining enterprise investment, large-scale kleptocracy and reinvestment in South Africa, initiated administrative and criminal litigation, and after winning the court, negotiated with relevant ministries and commissions and local governments of the host country, secured the mining right and deterred large-scale kleptocracy, with an amount involved nearly US $100 million. 

· Representing a central government-owned enterprise contractor to appear in court with respect to a criminal case in which the local court of the host country finally obtained an innocent verdict. 

· Representing a central government-owned enterprise contractor to negotiate, claim for compensation, and provide legal support in the host country for the death of several executives of a central government-owned enterprise due to a terrorist attack. 

Other Dispute Resolution

· Representing a mining company to initiate a lawsuit on behalf of a mining company on a difficult and complicated cooperative development of a mining company and the construction thereof spanning more than ten years. After the case was heard by a higher court and the Supreme Court, the plaintiff and the defendant withdrew the lawsuit and the court intervened after the actual performance of the case. The amount involved in the case was hundreds of millions of RMB, which achieved good agency effects. 

· Representing a real estate developer to initiate legal proceedings in respect of the contract for the development and construction of a real estate project, with the amount involved in the case being tens of millions of RMB. 

· Representing a commercial real estate developer to provide overall solutions for dozens of disputes over construction and procurement contracts of real estate projects, with the amount involved in the case being hundreds of millions of RMB. 

· Representing China Economic and Building and Installation Engineering Co., Ltd., initiating legal proceedings for and successfully settling several disputes over equipment purchase and subcontracting contracts, with the amount involved in the case being over RMB10 million. 

Cross-Border Investment & Financing and Post-investment Management

· Representing a central government-owned contractor to organize and design a project financing proposal in respect of a railway joint venture in Africa. 

· Providing legal services for the development and financing of an offshore hydropower station on behalf of an investor of a central government-owned enterprise, obtaining the right to develop a power station, obtaining approval of the host country, completing the design of the integrated structure for investment, construction, and operation and promoting the development and construction, with a planned investment of several billion USD. 

· Representing a Hong Kong-listed mining corporation in due diligence, contract negotiation, and agreement drafting and signing in respect of an asset acquisition for a steel plant in Africa with a transaction amount of tens of millions of USD. 

· Representing a local listed company in designing investment and construction structure, conducting due diligence, and completing agreement signing in respect of an overseas real estate project with a transaction amount of tens of millions of USD. 

· Providing insurance planning and contract negotiation for several overseas expressway projects on behalf of a central government-owned enterprise. The insurance contracts were approved by the host country government and the owner for an underwriting amount of over one billion USD. 

· Representing a listed company of Hong Kong Mining in establishing a joint venture in respect of a mining investment project in Africa and in obtaining an exploration license. 

· Representing an investor of a central government-owned enterprise to participate in the post-investment management, operation and exit of an overseas mining joint venture. 

· Representing an investor of a central government-owned enterprise to be responsible for the management, operation and provision of legal services for the manager of a US dollar fund. 

Investment, Merger and Acquisition and Private Equity Investment

· Entering into a convertible bond agreement at a reasonable interest rate on behalf of a central government-owned enterprise to realize the capital increase of the target company controlled by the central government-owned enterprise. The closing of the transfer of the equity interest in the target company by a venture capital fund from another fund in the form of a convertible bond and the capital increase (RMB1.05 billion) was completed. 

· Providing legal services for the investment, construction, operation and successful exit of an onshore photovoltaic power station on behalf of an investor of a central government-owned enterprise. 

· Providing legal services in respect of the capital raising, fund establishment and manager filing for the private equity fund owned by the central government-owned enterprise. 

Technology, Media and Communications (TMT) legal services

· Entrusted by Beijing Internet Industry Association, to formulate case screening rules for disputes involved in the complaints from the black cats owned by SINA, issue an analysis report on diversified mediation, and put forward suggestions for the design ofan  online commercial mediation system. 

· Providing legal services for the investment, construction and operation of an overseas data center on behalf of an investor of a central government-owned enterprise. 

· Providing legal services for the internationalization of a digital currency project on behalf of an investor of a central government-owned enterprise. 

· Providing legal services in respect of investment, construction and operation for an overseas smart city project on behalf of an investor of a central government-owned enterprise. 

Long-term and specialty legal services

· Providing perennial legal services for the General Administration of Governmental Affairs of the Central Military Commission on behalf of the Office of Construction Office. 

· Providing perennial legal services and contract/specialty legal services for Aluminum Group Corp. 

· Providing legal services for the affiliated enterprise of the China Institute of Atomic Energy Science for the transformation of scientific and technological achievements.
